The County Clerk is the County Registrar and Clerk of the Supreme and County Courts, in addition to other responsibilities.

Office hours are Monday through Friday from 9am to 5pm. Summer hours (mid-June through mid-September) are 8am to 4pm. His office is where you will find: maps, papers in actions and special proceedings of both civil and criminal courts, judgment and lien dockets, and other books and documents related to these matters.)

    INSTRUCTIONS FOR FILING A BUSINESS CERTIFICATE FOR A SOLE PROPRIETOR

    1. This certificate is required for registering a business name for an individual.
    2. Download this certificate
    3. Contact this office, via correspondence, in person, or telephone to check availability of the desired business name.
    4. Complete the form.  Please note that the business must be physically located in Putnam County to qualify for filing in this office.  P.O. boxes are not acceptable to determine business location
      (DO NOT SIGN THE CERTIFICATE UNLESS IN THE PRESENCE OF A NOTARY PUBLIC!!).
    5. Sign the certificate before a notary public.  Please note that notary publics are available at the Putnam County Clerk’s Office (bring proper photo identification with you to ensure proper execution of the certificate).
    6. Bring or mail your certificate to the Putnam County Clerk’s Office at 40 Gleneida Avenue, Room 100, Carmel, New York 10512 for filing.
    7. The fee for filing is $25.00 for each certificate and $4.00 for each certified copy issued (it is advisable to request 2 certified copies; one for display at the place of business and one to be presented to a bank for a business banking account).

Online Application for Public Access to Records

The office of the Putnam County Clerk, in addition to many other duties, serves as the Public Information Officer in and for the County of Putnam.  The Public has the right to request certain information from various agencies within Putnam County Government by making an official written request to the office of the Putnam County Clerk using one of the available options listed below.  The request for information will be processed by this office and forwarded to the appropriate Putnam County Agency for response.  To Learn more about your rights as a citizen with respect to public records please visit the website administered by the New York State Department of State’s Committee on Open Government

Making a formal request for public records:

  • Before you submit a FOIL request, be sure to check our Public Access Portal. Some records are already available for review without submitting any paperwork! Currently any existing records for well and septic systems within Putnam County are online with more categories becoming available.
  • Use the online form to access public records and transmit your request electronically.  Your request will be process electronically and your records may be provided in electronic format or “hard copy” format ELECTRONIC F.O.I.L. FORM

Small Claims Assessment Review (SCAR)

Electronic Filing of Small Claims Assessment Review (SCAR) Petitions is Now Mandatory.

How do I file a Small Claims Assessment Review (SCAR) Petition?

SCAR stands for “Small Claims Assessment Review” and refers to the process which allows owner-occupants of residential property to file a court case to challenge a tax assessment.  This can only be done after a property tax assessment grievance has been turned down by the local Board of Assessment review. If you have not already filed with a local Board of Assessment Review, please check with your local tax assessor to learn the dates by which your grievance must be filed on the local level.

The SCAR process is an alternative appeal process for residential property to a formal Tax Certiorari proceeding and provides for review before a Hearing Officer in an informal setting.  Your SCAR petition must be filed within 30 days of the filing of the final assessment roll in your community.  Each community may have a different assessment roll date, so please be sure to confirm the date with the municipality in which the property is located.  If the petition is filed more than 30 days after the filing of the assessment roll, your petition may be dismissed.

If you are a homeowner filing on your own behalf

  • Complete and sign a Small Claims Assessment Review (SCAR) Petition

    Complete the online application and then log into NYSCEF using your User ID and Password.

    In NYSCEF, go to “Multi-PDF Upload”
    • Select “Putnam County Supreme Court” as the court.
    • Select “Other Real Property-SCAR” as the case type.
    • Input party names. The homeowner is the Plaintiff/Petitioner. The municipality in which the taxes are being grieved is the Defendant/Respondent, which will be typed into the “Business/Organization Name” field. Please click here for a complete list of each municipality and how they should entered in this field.
    • Select “SCAR Petition” as the commencement document and attach the pdf of the petition that you have filled out and signed.
    • You will pay your $30.00 filing fee online via credit card (Visa, Mastercard, American Express).

  • After filing your Petition in NYSCEF

    • County Clerk staff will review your Petition to ensure that it is complete and assign your Petition an Index Number. You will receive an e-mail notification that your Index Number has been assigned (generally within a few hours after submission during business hours) and you will be able to access a File Stamped copy of your SCAR Petition immediately in NYSCEF.
  • What to do next

    Within ten days after filing your Petition in the NYSCEF website, you must serve stamped copies of your SCAR petition on:

    (1)    The Clerk of the school district where the property is located (by regular mail).  Please click here  for a complete list of each school district;

    (2)    The Commissioner of Finance at 40 Gleneida Avenue in Carmel, New York 10512 (by regular mail) PLEASE NOTE-IF YOU ARE ELECTRONICALLY FILING YOUR SCAR PETITION THIS STEP IS NOT NECESSARY!!;

    (3)    The Village Clerk if the property is situated in a Village (by regular mail) and;

    (4)    The Assessor or the Board of Assessment of the municipality in which the property is located (by certified mail, return receipt requested or by personal delivery).  Please click here  for a complete list of each municipality.  PLEASE NOTE-IF YOU ARE ELECTRONICALLY FILING YOUR SCAR PETITION AND THE PROPERTY IS LOCATED IN THE TOWN OF CARMEL, THIS STEP IS NOT NECESSARY!!

  • Please Note

    If you wish to opt-out of e-filing you must deliver your Small Claims Assessment (SCAR) Petition to the County Clerk’s Office in hardcopy, in quadruplicate, with the required $30.00 fee. Upon return of a stamped hard copy you will follow the service instructions above.

If you are an Authorized Agent filing on behalf of multiple homeowners

  • First Steps

    Ensure that you have a complete and fully executed Small Claims Assessment Review (SCAR) Petition  for each homeowner/property.

    Complete the application for your NYSCEF Filing Agent user ID 

    You may fax your completed form to the E-filing resource center at (212) 401-9146. You may also e-mail your completed application to the E-filing resource center at This email address is being protected from spambots. You need JavaScript enabled to view it.

    Once the application process is complete and you have obtained your NYSCEF Filing Agent ID you may proceed to file the petitions. There may be a 24-48 hour processing period.

  • In NYSCEF, go to “Multi-PDF Upload”

    • Select “Putnam County Supreme Court” as the court.
    • Select “Other Real Property-SCAR” as the case type.
    • Input party names. The homeowner is the Plaintiff/Petitioner. The County Clerk serves as the local Agent/Commissioner for the Department of Motor Vehicles for Putnam County.

License Plate Surrender

You do not need an appointment to surrender license plates at our DMV. You can visit our lobby window to surrender your license plates for a $1.00 processing fee. You can also use our after-hours drop box to deliver the plate surrender. If you use our after-hours drop box, please make sure to include your name, address, and the $1.00 processing fee.

    Yes. We are open by open by appointment only and for limited in-office transactions at this time.

Master Electricians and Electrical Journeymen will now be required to attend a Continuing Education class prior to renewing their electrical licenses.

  • For Master Electricians, this will be a requirement to renew their licenses in 2019.
  • For Electrical Journeymen, this will be a requirement to renew their licenses for the 2018-2020 term.

Any Master Electricians who have shelved will be required to take a Putnam County Continuing Education Class before unshelving and applying for a Master Electrician license in 2019.

Continuing Education classes for electricians and journeymen that are licensed only in Putnam County will be offered at the: Putnam County Emergency Services Building Auditorium 112 Old Route Six Carmel, NY 10512.

Combination Continuation Education classes will be offered for those electricians who are licensed in both Putnam and Westchester Counties.

Home Improvement Contractor Registration

The Office has a mandatory contractor registration program to assure that all contractors who work on residential properties in Putnam County are insured, bonded and have workers’ compensation insurance. We also offer a program of investigating complaints between the contractor and consumer when consumer complaints arise.

What We Do

  • Weights and Measures Device Inspection – This Office operates a mandatory commercial device inspection and testing program which includes scales, fuel dispensing devices and fuel oil delivery trucks.  Inspections are conducted in accordance with New York State Agriculture & Markets Law using State and Federally approved methods.  These services require a fee, but there is no fee for testing as a result of a consumer complaint.
  • Motor Fuel Quality – This Office participates in the New York State Petroleum Quality (PQ) program, which ensures that all gasoline stations in Putnam County have their products tested periodically by a certified lab to ensure the quality meets all applicable State and Federal standards.  Putnam County is reimbursed for all costs associated with participation in the PQ program.
  • Item Pricing/Scanner Accuracy – This Office conducts Item Pricing and Scanner Accuracy inspections at retail stores to ensure compliance with applicable New York State and Putnam County laws.  We also issue a “Waiver of Item Pricing Requirements” for those stores who wish to participate in Putnam County’s voluntary Item Pricing Waiver program.
  • Licensing of Secondhand Dealers of Precious Metals and Gems – The Office licenses business that wish to buy Secondhand Precious Metals and Gems from consumers.

The Bureau maintains a county-wide communications organization and is responsible for the operations & maintenance of the Enhanced 911 system. The Bureau Emergency Management directorate plans for response, remediation / mitigation and recovery from natural and manmade disasters including those resulting from biological, nuclear, incendiary, chemical and explosive causes.

Office of Emergency Management

The Bureau of Emergency Services is responsible for the development, maintenance and execution of county emergency management plans which include the Indian Point Radiological Emergency Preparedness Plan and the Hazard Mitigation Plan. Additionally, the Bureau is responsible for the opening and operation of the Emergency Operations Center where major events in the community are organized and operated.

EOC – The Emergency Operations Center is the heart of operations during an emergency resulting from any type of situation. Representatives from the state, emergency services, law enforcement, highway department, utilities, etc. come together to make assessments, gather resources and aid the County Executive in making decisions about the situation.

Indian Point Every year the county exercises the Indian Point Plan and every two years they perform a federally evaluated drill. The State of New York and the Federal Emergency Management Agency (FEMA) alternate years so the drills do not coincide. These exercises are labor intensive, requiring many hours of preparation and training. Staff from every county department play a role, as do representatives from numerous external agencies and organizations. Putnam County always meets the challenge and continues to attain great scores in these exercises.

Hazard Mitigation Plan - The Hazard Mitigation Plan is a 5-year plan that was updated in 2020 and expires in 2025. Each town and village in Putnam, including the County as a whole, has written into the plan actionable items of mitigation. Each town and village including the County is responsible for updating their mitigating actions results. See Hazard Mitigation plan in library.

911 Center – Communications

The 911 Communications Center is the sole Public Safety Answering Point (PSAP) for Putnam County. The center manages and coordinates communication with 8 police agencies, 7 EMS agencies, and 13 fire departments.

In 2022, the 911 Communications Center answered 114,246 emergency calls for assistance. Our dispatchers are highly trained Public Safety Telecommunicators able to handle any 911 calls for assistance from an accidental misdial to childbirth or a cardiac arrest.

Each dispatcher is trained to triage incoming calls and then provide pre-arrival instructions. They coach callers on lifesaving instructions prior to the arrival of first responders.

Dispatchers provide reassurance and guide callers through the process of collecting information like the address of the emergency, the number they are calling from and the nature of the problem to allow for the dispatching of appropriate resources.

Emergency Medical Services

Empress EMS is proud to partner with Putnam County in providing comprehensive, compassionate emergency medical services to county residents. With nearly 40 years of experience in the region, Empress is one of the largest emergency and non-emergency response providers in Westchester, Putnam, Rockland, Dutchess, Ulster, Sullivan, and Orange Counties as well as the Bronx. 

Fire

Fire Training Center – The Fire Training Center offers a full range of training opportunities. From a state of the art burn building to a mask confidence course, roof simulator and propane simulator capable of full vehicle burns to simulated tank burns. Practice drafting and hydrant hookups with pumping relays are also available.

Set forth below are steps you should follow:

  • If you have damage to your home from the rainstorm of 7/9 and 7/10, you must first file a claim with your personal insurance company. 
  • Letters denying insurance claims, and any official correspondence related to items not covered by insurance, will be needed for any type of FEMA reimbursements, which may be filed once your town has been approved for FEMA eligibility.
  • Next, take lots of pictures, with close-up and panoramic views of all damage.  Print all pictures.
  • Keep all receipts for anything bought in the process of repair of damaged property.
  • Keep a specific record of all destroyed/damaged items with estimated costs for replacement.  All of these items should be filed with your insurance company claim.
  • All documents must be saved and secured until it is time to file for FEMA reimbursements.

Fire – Numerous firefighting courses are available each year ranging from exterior operations to firefighter I and II courses. Ladder and engine operations, rescue operations, pump operations and many others courses become available throughout the year by request.

Emergency Management - The (TOPS) Training and Operations building also hosts a variety of Emergency Management training courses, planning workshops and informational events aimed at enhancing citizen preparedness and community resilience. Local residents, elected officials, community leaders and non-governmental organizations gain useful knowledge and training that can make them more resilient during emergencies and also identifies capabilities that can help with recovery efforts.

County Teams

Hazmat The HAZMAT Team is a county sponsored team comprised of members from local volunteer Fire Departments across Putnam. The team responds to chemical spills, public transportation collisions, and the accidental releases of substances. Putnam’s Hazmat team works in tandem with surrounding counties so that each response has the correct manpower and tools needed to be successful.

Fire Investigation – The Fire Investigation Team (FIT) responds to scenes of fires where the cause is unknown, or the specific origin is not apparent. Once on scene, the highly trained and experienced team members begin a disciplined and detailed analysis to attempt to determine the cause and origin.

Fire Police - The Fire Police Team is requested when a major incident or emergency occurs and there is a need for an Incident Commander (IC). Their responsibility once on scene is to direct traffic, crowd control and provide security. They can be requested to supplement local law enforcement at public events where there are large groups of attendees.

Be Prepared

  • Are You Ready?

    No one knows when an emergency will happen or what kind of emergency it will be… weather-related emergencies including storms, flooding or power outages, disease outbreaks or even man-made disasters.

    Each of us needs to “Be Prepared” in the event of an emergency. Putnam County Government can help. This webpage provides a wide range of information and tools to help you and your family prepare for emergencies.

  • Make a “GO-BAG”

    Assemble supplies you might need in an evacuation and store them in an easy to carry container such as a duffle bag or backpack.

    Store your “Go Bag” in a place where it will not freeze.

    It is a good idea to review the content once a year to check on items that may have expiration dates, such as prescription medicines.

  • What to Include in your Go Bag Check List

    What to include in your Go Bag:

    • A supply of water — one gallon per person, per day — sealed in unbreakable containers
    • Non-perishable packaged or canned food and a manual can opener
    • Whistle
    • A change of clothing, rain gear, and sturdy shoes
    • Permanent marker, paper, and tape
    • Blankets or sleeping bags
    • Local map
    • A first aid kit and prescription medicines
    • A battery-powered radio, flashlight (or crank-style version), and spare batteries for each
    • Credit cards and $100 cash in small bills and quarters for pay phones. Consider a pre-paid phone card.
    • List of emergency contact phone numbers
    • List of allergies to any drugs (especially antibiotics) or food
    • Copy of health insurance and identification cards
    • Extra keys to your house and vehicles
    • Toothbrush and toothpaste
    • Photos of family members and pets for re-identification purposes
    • Special items for infants or elderly or disabled family members
    • As a precaution, you can also add a CD or a flash drive to which you have saved some of these important papers and documents, such as:
      Birth certificates
      Drivers license
      Prescriptions – list of prescription type, number and doctor’s name and phone number
      Proof of Residency – Mortgage bill / Renters agreement
      Renters / Home owner’s insurance coverage
      Medical insurance coverage
      Life insurance coverage
