LOCAL LAW TO AMEND SECTION 4.01 OF THE PUTNAM COUNTY CHARTER ENTITLED
“DEPARTMENT OF FINANCE; COMMISSIONER”
Be it enacted by the Legislature of the County of Putnam as follows:
Section 1.
Section 4.01 of the Putnam County Charter is hereby amended to read as follows:
§ 4.01. Department of Finance; Commissioner.
(a) There shall be a Department of Finance, headed by a Commissioner of Finance
who shall be appointed by the County Executive, subject to a majority
confirmation by the County Legislature. The Commissioner of Finance shall be
appointed on the basis of his or her knowledge of accounting and financial
matters and his or her experience in financial administration. He or she shall serve
at the pleasure of the County Executive and have the authority to appoint the staff
that will be employed in this department.
(b) The Commissioner of Finance shall be deemed qualified for the position provided
he/she has one of the following:
i. Licensure as a Certified Public Accountant (CPA) or certification by the
Government Finance Officers Association (GFOA) as a Certified Public
Finance Officer (CPFO) in New York State, and two (2) years of
governmental accounting experience; or
ii. Master's degree in Accounting, Public Administration, or Business
Administration, and three (3) years of governmental accounting
experience; or
iii. Bachelor's degree in Accounting, Public Administration, or Business
Administration, and five (5) years of governmental accounting experience;
or
iv. An equivalent combination of training and experience as indicated in (a)
and (b) and (c) above.
(c) The Commissioner of Finance and all full-time managerial employees in the
department shall serve on a full-time basis and shall not engage in any private
practice nor be employed in their field of expertise with the County by any private
or other governmental entity.
Section 2.
This Local Law shall take effect forty-five (45) days after its passage and is subject to
permissive referendum.
