LEAD CREW CHIEF

DISTINGUISHING FEATURES OF THE CLASS This is important field and manual work involving responsibility for organizing, delegating, and participating in the work of a crew in the proper and efficient completion of a variety of maintenance, construction and repair projects of highways, roads, and bridges, and/or parks facilities, conservation areas, greenspaces, bike paths, and other areas. This includes scheduling and assigning the work of crews and workers, and providing direction and oversight to Crew Chiefs, who then supervise the work of their respective crew. Work is performed in accordance with established policies and procedures and involves responsibility for efficiency and economy in use of personnel, materials and equipment. An incumbent in this position may act on behalf of the Supervising Crew Chief in their absence. General supervision is provided by the Supervising Crew Chief with wide leeway allowed for the exercise of independent judgment. While supervision is exercised over the work of Crew Chiefs, Road Maintenance Equipment Operators and other subordinate staff, incumbents participate fully in the work or the crew. Performs related work as required.

TYPICAL WORK ACTIVITIES: (Illustrative only)

  • Assists in scheduling and assignment of Highway Department crews (road crews, parks crews, etc.) for all work, maintenance and repair projects including snow and ice removal;
  • Directs highway and/or park crew and participates in activities of the crew;
  • Helps to plan and estimate material requirements and manages delivery schedule of equipment and materials to job sites;
  • Assists in planning and scheduling of roads construction projects, including but not limited to construction of roads and reconstruction of existing roads, blacktopping, concrete catchbasins, water and sewer lines, drainage structures, grading, culverts, driveway pipes, building construction, excavating and site preparation;
  • Assists in planning, scheduling and supervision of construction projects on bridges, including, but not limited to, setting and bolting structural steel, forming concrete footings, abutments, decks and curbs, placing reinforcement steel, pouring and finishing concrete, setting bridge railings, stripping forms and finishing concrete, painting structural steel railings;
  • Assists in planning, scheduling and participates in reconstruction of bridges, including, but not limited to, dismantling old superstructures, abutments and footings, excavating new footings and abutments, operating pumps for removing water, building forms for footings and abutments, setting subforms, installing reinforcement steel, pouring concrete, stripping forms and finishing concrete;
  • Assists in planning, scheduling, and participates in construction projects at parks or conservation areas, including but not limited to park buildings, hiking trails, park amenities (picnic tables, benches, kiosks, signage, etc.), cart paths, fences and gates, playgrounds, beaches and swimming areas;
  • Assists in the coordination with contractors working on various jobs;
  • Assists in planning, scheduling, and participates in setup, maintenance and cleanup of special events;
  • Ensures that all workers are fully trained in the proper use of equipment and materials;
  • Ensures that safety precautions for employees and public are exercised and adhered to at all times;
  • May work closely with Highway Superintendent or Supervisor, Construction and Maintenance to plan, prepare and strategize the work of the Highway Department, in the absence of the Supervising Crew Chief;
  • Performs a variety of related activities as required.

Work activities that do not appear above are not excluded as appropriate work assignments, as long as they can be reasonably understood to be within the logical limits of the job.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:   Thorough knowledge of modern highway and bridge construction methods and procedures; thorough knowledge of equipment, materials, tools, terminology and safety precautions as applied in highway construction, bridge construction, building construction, snow removal and ice control; ability to read and understand sketches, blueprints and complex plans relating to highway, bridge and building construction; ability to plan, organize and direct the work of others; ability to delegate appropriately and efficiently; ability to understand and carry out complex written and oral directions; ability to prepare construction cost estimates; ability to maintain accurate progress and activity records; ability to establish and maintain effective working relationships; ability to communicate effectively; initiative; integrity; resourcefulness; tact and courtesy.

MINIMUM QUALIFICATIONS:         Either

  1. Associates degree or higher in a field or fields related to construction management, civil engineering, and/or construction trades, and four (4) years of experience in highway, bridge, road, and/or park maintenance and construction, two (2) years of which must have been in a responsible, supervisory position such as Crew Chief or related title.; or
  2. Completion of a two (2) year course in a technical institute in a field or fields related to construction management, civil engineering, and/or construction trades, and four (4) years of experience in highway, bridge, road, and/or park maintenance and construction, two (2) years of which must have been in a responsible, supervisory position such as Crew Chief or related title; or
  3. Graduation from high school or possession of a comparable diploma and six (6) years of experience in highway, bridge, road, and/or park maintenance and construction, must have been in a responsible, supervisory position such as Crew Chief or related title.
  4. An equivalent combination of training and experience as described in a), b), and c) above.

SUBSTITUTION NOTE:

Post-secondary level education may be substituted for one (1) year of the required experience indicated above on the basis of thirty (30) college credits per year of experience. Military service may also be substituted on a year for year basis provided such service was honorable or under honorable circumstances.

PLEASE NOTE: Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.

SPECIAL REQUIREMENT: Possession of a valid Commercial Driver License (CDL) at the time of appointment and throughout the term of employment in this position.
