After a disaster has occurred State, County, and town/village officials immediately begin the recovery process.  Officials typically assess using three steps Damage Assessment, Planning for Recovery, and Reconstruction.

Throughout the Damage Assessment process local governments In Putnam County have the responsibility in Damage Assessment Activities. During or following an emergency a Damage Assessment Program is created.

Recovery includes community development and redevelopment; therefore throughout the Planning for Recovery process local and County officials will work together in order to establish recovery efforts.

Reconstruction can often times be a long process; this process may be broken up into two phases. Phase one being short term reconstruction and phase two long term reconstruction.  The main goal behind reconstruction is to restore the damaged buildings, areas, communities or infrastructures as quickly as possible.  During the reconstruction process future prevention and mitigation efforts for the future may also be discussed and a plan may be created.
