Programs Offered
Below are programs offered through the Office
for the Aging. Information, legal and referral services to other
community resources are available, too. Contact the Office for
more information.
- Photo ID program
All Putnam seniors 60+ are eligible to receive a Putnam
County Photo ID card. The card allows seniors to obtain
discounts at area merchants and places them on the the
Office For the Aging's mailing list, enabling them to
receive important information about aging issues and
available programs and services. To obtain this card, fill
out an application at the Office between the hours of 10am
and 2pm Monday through Friday. Please bring proof of age and
residency (driver's license, Medicare card, etc.) Suggested
contribution $2.00, but no one will be denied a card due to
inability to contribute.
- Expanded In-Home Services for the Elderly Program
(EISEP)
A home care program providing a variety of non-medical
services to the elderly with functional impairments and who
require assistance with bathing, eating, toileting,
dressing, housekeeping, etc. This is a cost-sharing program
based on income. Need and eligibility is determined after an
assessment by a case manager. For more information, call

- Elderly Pharmaceutical Insurance Coverage (EPIC)
EPIC was developed to assist eligible NY State residents 65
or older with the high cost of prescription drugs. Seniors
who meet income guidelines and who are not already covered
by Medicaid or other programs which supplement the cost of
prescription drugs may be eligible.
- Health Insurance, Information, Counseling,
Assistance Program (HIICAP)
Provides information, training and assistance to older
residents and their caregivers concerning health insurance,
rights, responsibilities, and options available.
- Medical Insurance Program
Offers help with quesions about Medicare, Blue Cross, Blue
Shield, etc. Assistance in applying for medical insurance
benefits and submitting claims, too. An appointment is
needed.
- Home Energy Assistance Program (HEAP)
This federally-funded program is designed to help with the
payment of heating/utility bills. The Office For the Aging
certifies applications for residents 60 years of age and
older and SSI recipients of any age.
- Weatherization, Referral And Packaging (WRAP)
This program is designed to assist seniors who own and
reside in their own homes with saving costs on energy
improvements. Those age 60 or older and who meet certain
income guidelines are eligible.
- Legal Services
An attorney is available to provide legal consultation,
advocacy and representation when it falls within specific
guidelines. An appointment is needed.
- Senior Guide
An informative newsletter designed to bring items of
interest to senior citizens. OFA mails these newsletters
directly to the homes of those seniors who are registered
with OFA.
