As a Putnam County Legislator since 1994, Vincent has been a member of the Soil and Water Conservation Board in 1998; helped revitalize the Putnam County Industrial Development Agency; helped establish the first Travel Promotion Agency for Putnam County; served as Chairman of the US Congress Committee for Small Business and Tourism in 1997; and served as a New York State delegate to the White House conference on Travel and
Tourism in 1995.
