The Law Department is comprised of 6 attorneys, who are under the supervision of the County Attorney, Jennifer S. Bumgarner. They are responsible for many different legal areas including:
Opinions and Legislation
Litigation and Appeals
The Department of Law is authorized under the provisions of Article 11 of the NYS County Law and Article 8 of the Putnam County Charter. The statutory mandate of the Law Department is to “be the sole legal adviser for the County and its administrative units, including officers.” The County Attorney is appointed by the County Executive, with the approval of the County Legislature.
The Department of Law seeks to maximize the recovery of monies to which the County is entitled and to minimize the County’s liabilities in the most cost effective manner possible. The department represents the County’s officers, boards, departments, agencies and employees. We give legal advice and opinions to county officials. We do not give legal advice to the public. If you are in need of legal advice, please visit the Putnam County Bar Association website at www.putnamcountybar.org or contact the Putnam County Legal Aid Society at (845) 225-8466.
The department reviews and prepares the County’s contracts and legislation. Its lawyers represent the county in trials, appeals and administrative proceedings. The department also prosecutes cases in Family Court involving support, child abuse and juvenile delinquency.
